Add an existing member to every team and update their team roles together, with fixes for member management and website search.

Add an existing member to every team with Add to all. Use Update all to change their role across the teams they belong to.
Fixes and improvements#
- People with team-only access now appear in Organization Members, where you can remove their access
- Website search uses the selected team and searches each of its connected websites
- Website search keeps successful results when another website fails to respond
- Wilbot no longer marks a recovered answer as failed after a tool error
